As of 1 November 2025, practices now have the option to register and participate in the new Bulk Billing Practice Incentive Program (BBPIP). The BBPIP supports practices to bulk bill all patients with a Medicare card for all eligible services.

Practices participating in BBPIP receive an additional quarterly 12.5% incentive payment on MBS benefits paid fromeligible services, split evenly between the GP and the practice. The even split of the BBPIP incentive payment recognises the role of both practices and GPs in delivering bulk billed services to patients.

Additionally, all practices can now benefit from expanded eligibility for MBS bulk billing incentives to all Australians with a Medicare card. Previously these incentives were limited to children under 16 years of age and patients with a Commonwealth concession card.

Estimate payments from MBS bulk billing incentives and the BBPIP with the Department of Health, Disability and Ageing’s bulk billing incentives calculator.

These details can be found in your practice management system. Please refer to the User Guide for step-by-step instructions to support use of the calculator.

For practices continuing to operate a mixed billing model, the RACGP has published materials for practices to help plan and communicate billing arrangements to patients:
